If you are unable to see the Arabic text you have to check the following:

1- For Internet Explorer users, upgrade to IE5.0 with Arabic Language Support
2- If you are using IE5.0 and you can not see the Arabic text then go to VIEW menu, then "Encoding" and select "Arabic Window" 
3- If you did all the above and you still unable to see Arabic text, then you have to upgrade you Windows, click the following link and follow the instructions http://windowsupdate.microsoft.com/default.htm and select the Arabic Language Support

1- For Netscape navigator Users, you have to install Sindibad at the following link http://www.sakhr.com/product/internet/sindcom.htm and download a free copy.
